If you don't trust them to log into important internal systems like Learning Management Systems you should not assert local-enterprise users with for SWAMID AL1Assurance Level 1 users. You should only assert local-enterprise for SWAMID Assurance Level 1 users that you trust enough to allow access to important internal services like Learning Management Systems.
